I don't use an iPad, Kim, but I'll link the team to this post and see if we can get an answer for you :)

I never had an iPad, but a friend who used to have one was using Paint Shop Pro and doing some designing, that was a long time ago, but I think you could use Photoshop, maybe a portable one that doesn't take space, memory, and is very light, I have one that I use sometimes in my desktop and is CS3, it is old, but when opening my photoshop is a whole ordeal, and I need to scrap a small page, make a banner, resize, etc...CS3 Portable is a good choice, and it is free if I am not mistaken.
Here I found a link:

Adobe Photoshop CS3 Portable.zip (48.16 MB)

But I don't have any information that I can give you besides that. But you can scrap without any problems here.
I know some people used to download this one for Cell phones.
I hope this helps.

Hi Kim,

I have used a couple of times, and like, Affinity Photo. It's a one time purchase software for your iPad, and not very expensive. It works in layers like most of the programs we use on our desktop computers, and it's easy to use on the iPad. I'm far from an expert from it, because I don't scrap very often these days (design work takes up most of my time), but I can point you to people who are a lot better than I am at it if you need advice. I hope you find something that works perfectly for you! <3

Hi Kim,
Not sure it'll be any help, but I have used Photopea (online) on my ipad a few times to participate in time-sensitive challenges when I was traveling without my laptop.
It was reasonably good and intuitive enough to make simple pages.
I do not use PS/PSE on my laptop. Photopea may be even easier to use for people who are used to PS/PSE. I would not know.
