A transfer is a painted design that sometimes has texture added to it. You add them to the background of your layout to add interest & depth. You can use them to mask photos & mask or erase out part of your photo so that part of the overlay shows through.

They're called lots of different things, overlays, transfers, background fancies - they all do pretty much the same thing, but I think transfers tend to have more transparency to them.

I call my "transfers" (which is I guess a term used by paper scrappers) brushes, or color overlays--as Faye pointed out, there are lots of names! You can enhance texture (but risk darkening the color) by setting the layer mode of the transfer to "multiply" when it's on a layer over the background paper--that will make it look like it's been directly added to the paper. Other layer modes like "screen" make the transfer look lighter. Still others (such as "linear burn") can really change the color and produce some wild effects! =)
